Acordo Migratório, assim como Acordo Militar, podem ser aceites entre 2 Estados unilateralmente ou bilateralmente, via Lei.
Quando o Estado A acorda com o Estado B, permite a qualquer jogador do Estado B de viajar para qualquer região do Estado A.
No caso de ambos terem passado a mesma lei, este acordo denominar-se-á Bilateral.

Blocs
Inside the political blocs members can vote on the in-bloc agreements.
In that case all the players from any region of the in-bloc states can travel to another region.
