Перевороты можно поднять в регионах с индексами развития 2 или 1.
Распределение индексов
Индексы от 1 до 10 are allocated to other regions: 10% of the regions get 10 Index, 10% receive 9, etc: the higher the place of the region is in the particular building rating the higher the index will be given.
Index 11
There is an additional index 11 for Health, Military and Education indexes. This Index is only given to the 6 top regions in the game (by the sum of all buildings in the region, except for Housing fund), 5 for Earth location and 1 for Moon location.
