Блок может создать лидер любого государства, после чего доступно редактирование названия, логотипа и описания. В списке блоков отображены только блоки, включающие в себя не менее 2 государств.

To join an existing bloc requires the application of state leader, which then will be voted for by other leaders in this bloc. States from the same bloc can't declare wars to each other.

There are bloc regulations, that can declare open borders among the states and default military agreement.
