Vodca je zvolená hlava štátu. Jeho názov a funkcie môžu byť rôzne v závislosti na stave forme vlády.
V parlamentnej republike neexistuje vodca.
V prezidentskej republike a v dominantnej strane sa vodcovia volia každých 5 dní.
V týchto prípadoch sú funkcie vodcu:
- Priraďovanieministrov.
- Povoľovaniebydliska.
- Nastavenie farby štátu na mape.
- Nastavenie hymny.
- Nastavenie vyhlášky pre občanov štátu a pre všetkých nových hráčov.
